“Mal del Cap Naratives Mal Dites” es el nombre del Festival Internacional de Cortometrajes y Nuevas Narrativas que Mal del Cap, Cultura Mal Dita de Eivissa lleva a cabo desde 2014.
Este festival pretende ser un lugar de encuentro y de generación de lazos entre los participantes y la ciudadanía de Eivissa con el objetivo de consolidarse como un espacio con potencial para forjar encuentros de exhibición y creación audiovisual.
“Mal del Cap” es un festival independiente basado en la experimentación y la búsqueda por encontrar nuevas formas de narrar o expresar por medio de la imagen, y para ello convocamos un concurso de cortometrajes que anime a la participación ciudadana y especialmente a la de la población más joven.

- Premio «Sebas Parra» de la Sección Oficial de Cortometrajes a Concurso al mejor corto de contenido social otorgado por la asociación La Guerrilla Comunicacional: 100 € y trofeo.
BASES
PRIMERA.
La asociación cultural Mal Del Cap, Cultura Mal Dita de Eivissa (en adelante MdC), realizará un concurso entre el 19 de junio y el 30 de julio de 2023, ambos inclusive, enmarcado dentro del IX Festival Internacional de Cortometrajes “Mal del Cap”, dirigido a todas aquellas personas videocreadoras que deseen participar en el mismo, y que se den de alta para participar en el presente concurso facilitando los videos, en las condiciones que más adelante se detallan. El IX Festival Mal del Cap se llevará a cabo en Eivissa en las fechas comprendidas entre el 28 noviembre y el 02 de diciembre de 2023.
SEGUNDA.
“Mal del Cap” es el nombre del Festival Internacional de Cortometrajes y Nuevas Narrativas que Mal del Cap, Cultura Mal Dita de Eivissa está llevando a cabo con el objetivo de promover la realización y difusión de obras audiovisuales de difícil acceso en el ámbito comercial. No se trata solo de una forma de exhibición de obras de creadores emergentes, sino que además será un festival de tipo competitivo en el que primará el trabajo y la creatividad de las obras.
TERCERA.
La participación de las obras cinematográficas y audiovisuales que compondrán la programación del Festival en sus distintas secciones será elegida por la Organización del Festival y su Comité de Selección compuesto por la Junta Directiva de MdC.
CUARTA
El Festival constará de las siguientes secciones o apartados:
Sección Oficial de Cortometrajes a Concurso: Podrán participar cortometrajes de ficción, documental o animación en cualquier formato digital de producción. Las obras se presentarán en formato digital con calidad mínima de 720X576 y códec H.264. Y se enviarán a través de las plataformas colaboradoras, no excediendo su duración de 17 minutos, habiendo sido producidas después del 1 de enero de 2022.
Sección Juvenil de Cortometrajes a Concurso: Cortometrajes destinados al público juvenil que fomenten valores relacionados con la solidaridad, la integración, la prevención de las drogas, la interculturalidad, o cualquier tema susceptible de interés para la juventud que fomente los valores sociales relacionados con la asociación. Las obras se presentarán en formato digital con calidad mínima de 720X576 y códec H.264. Y se enviarán a través de las plataformas colaboradoras, no excediendo su duración de 15 minutos y habiendo sido producidas después del 1 de enero de 2021.
Sección Oficial fuera de concurso: Se incluirá en ella todo aquel material cinematográfico seleccionado por la Organización y que concierna a la figura o figuras a las que el Festival rinda especial atención.
QUINTA
La Organización del Festival nombrará a los miembros del Jurado para la Sección Oficial de cortometrajes a Concurso que estará compuesto de un mínimo de cinco miembros. Estarán integrados por personas que no tengan ninguna vinculación con las películas presentadas.
Las deliberaciones de los Jurados serán secretas, adoptando sus decisiones por mayoría simple.
El premio del público de la sección oficial lo elegirá el público de cada uno de los pases de cortos del festival.
Cualquier posible conflicto de funcionamiento no previsto en este reglamento será resuelto por la Dirección del Festival.
Para la Sección Juvenil de Cortometrajes a Concurso, el jurado serán los menores asistentes a las proyecciones mediante votación popular.
La decisión de todos los Jurados será inapelable.
SEXTA
El diseño de este palmarés en apartados y contenidos puede ser susceptible de cambio o modificación según criterio de la Organización, siendo su última versión actualizada la publicada en la web oficial del Festival. Cualquiera de los premios podría declararse desierto si los cortometrajes recibidos no cumplieran con las características de calidad requeridas.
SÉPTIMA
Para participar en el festival, deberán respetarse las siguientes condiciones y proceder de la forma que se señala:
Las obras participantes en el Festival se presentarán en lengua española o catalana. Las películas cuya versión original sea en otra lengua o idioma deberán llevar subtítulos incrustados en español o catalán.
Envío de las obras: Los cortometrajes seleccionados para ser exhibidos se deberán enviarse antes del 10 de noviembre de 2023.
Podrán participar realizadores a nivel individual o colectivo, de ámbito internacional.
Podrán participar cortometrajes de ficción, documental o animación en cualquier formato digital de producción.
Serán rechazados aquellos trabajos que no garanticen técnicamente una correcta proyección, los que no adjunten la ficha de inscripción, esté incompleta o con datos erróneos.
Soporte audiovisual para la preselección: Las obras se presentarán en formato digital con calidad mínima de 720X576 y códec H.264 y un máximo de duración de 17 minutos. Se enviarán a través de cualquiera de las plataformas asociadas.
Comunicación de estar admitido: No más tarde del 1 de noviembre del 2023, la Organización del Festival comunicará a los interesados su participación en las distintas secciones del Festival.
El Festival no pagará por los derechos de exhibición (screening fee) de las películas que participen en las secciones a concurso.
La invitación de cada película seleccionada por el Festival será estrictamente confidencial entre la Dirección del mismo y los productores o representantes de la película invitada hasta que el Festival decida anunciarlo oficialmente.
La subtitulación de la copia correrá a cargo de los productores o representantes de la película.
Todos los gastos , sin excepción, generados por el envío de los cortometrajes o la participación en el concurso correrán a cargo de la entidad o persona que inscriba la película.
Material de prensa y publicidad: Junto a la ficha, todas las obras participantes deberán enviar el siguiente material: al menos 2 fotografías de diversas escenas de la película, y cualquier otro material diverso de carácter informativo y promocional para prensa y público así como cualquier otra documentación sobre la película que enriquezca el conocimiento y difusión de la misma. Es imprescindible que este material esté en poder de la Organización del Festival antes del 1 de noviembre de 2023.
Los productores y directores de los cortometrajes, ceden los derechos de exhibición dentro del Festival y autorizan, por el hecho de inscribirse, todas las acciones promocionales de los autores y del Festival que puedan suponer la reproducción total o parcial de sus trabajos presentados a concurso o de las fotografías, fotogramas o carteles enviados, para su difusión antes o después de haber emitido su fallo el jurado, así como en los circuitos culturales en los que participe MdC o cualquiera de los organizadores del festival y más concretamente en la Mostra Mal del Cap de Girona posterior al festival en la que se exhibe una selección de los cortos proyectados durante el festival de Ibiza.
El Festival se reserva el derecho de efectuar una copia digital de las obras seleccionadas, garantizando, en todo caso, los derechos de autor y propiedad intelectual de los mismos, reservándose los derechos de exhibición en la Mostra Mal del Cap de Girona o en distintos Circuitos Culturales de Ibiza previa comunicación a los cineastas.
OCTAVA
La Dirección del Festival podrá retirar en cualquier momento la película que no cumpla alguna de las normas de este Reglamento.
Asimismo, el falseamiento de los datos de producción podrá acarrear su retirada de las secciones a concurso.
La Organización del Festival establecerá el orden y la fecha de exhibición de cada película.

La organización se reserva la posibilidad de añadir o modificar los premios en cada una de las categorías.
DÉCIMA
La participación supone la plena aceptación de este Reglamento.
En caso de conflicto en la interpretación de algún Artículo de este reglamento o en aquellos aspectos no recogidos en el mismo, es decisiva la interpretación y criterio de la Dirección del Festival.

«Mal del cap Narratives Mal Dites» is the name of the International Festival of short films that Mal del Cap’s Ibiza Association is carrying out from 2014 .
This festival aims to be a place of encounter and generation of links between the participants and the citizens of Ibiza with the aim of consolidating as a space with potential to forge meetings of exhibition and audiovisual creation.
«Mal del cap» is an independent film festival based on experimentation and search to find new ways of narrating or expressing by means of the image, and for this we call a short film contest that encourages citizen participation and especially that of the younger population.
RULES
FIRST.
The cultural association Mal Del Cap, Cultura Mal Dita de Eivissa (hereinafter MdC), will carry out a contest between June 19 and July 30, 2023, both inclusive, framed within the IX International Short Film Festival «Mal del Cap», aimed at all those video creators who wish to participate in it, and who register to participate in this contest by providing the videos, under the conditions detailed below. The IX Festival Mal del Cap» will take place in Eivissa between November 28th and December 2nd, 2023.
SECOND.
«Mal del Cap» is the name of the International Festival of Short Films and New Narratives that Mal del Cap, Cultura Mal Dita of Eivissa is carrying out with the aim of promoting the production and dissemination of audiovisual works that are difficult to access commercially. It is not only a form of exhibition of works by emerging creators, but it will also be a competitive festival in which the work and creativity of the works will prevail.
THIRD.
The participation of the cinematographic and audiovisual works that will make up the Festival program in its different sections will be chosen by the Festival Organization and its Selection Committee composed by the Board of Directors of MdC.
FOURTH
The Festival will consist of the following sections or sections:
-Official Short Film Competition Section: fiction, documentary or animation short films in any digital production format may participate. The works will be presented in digital format with a minimum quality of 720X576 and H.264 codec. And they will be sent through the collaborating platforms, not exceeding 17 minutes in length, having been produced after January 1, 2022.
-Youth Short Film Competition: Short films aimed at young audiences that promote values related to solidarity, integration, drug prevention, interculturality, or any topic of interest to young people that promotes social values related to the association. The works will be presented in digital format with a minimum quality of 720X576 and H.264 codec. And they will be sent through the collaborating platforms, not exceeding 15 minutes in length and having been produced after January 1, 2021.
Official Section out of competition: All film material selected by the Organization and concerning the figure or figures to which the Festival pays special attention will be included in this section.
FIFTH
The Festival Organization will appoint the members of the Jury for the Official Section of short films in Competition, which will be composed of a minimum of five members. They will be made up of people who have no connection with the films presented.
The deliberations of the Jury will be secret, adopting their decisions by simple majority.
The audience award of the official section will be chosen by the audience of each of the festival’s short film screenings.
Any possible conflict of operation not foreseen in these regulations will be resolved by the Festival Management.
For the Youth Section of Short Films in Competition, the jury will be the minors attending the screenings by popular vote.
The decision of all juries will be final.
SIXTH
The design of this list of awards in sections and contents may be subject to change or modification at the discretion of the Organization, being the last updated version published on the official website of the Festival. Any of the awards could be declared void if the short films received do not meet the required quality characteristics.
SEVENTH
In order to participate in the Festival, the following conditions must be respected and proceed as indicated:
The works participating in the Festival shall be presented in Spanish or Catalan language. Films whose original version is in another language must have embedded subtitles in Spanish or Catalan.
Submission of works: Short films selected for screening must be submitted before November 10, 2023.
Individual or collective filmmakers from around the world may participate.
Fiction, documentary or animation short films in any digital production format may participate.
-Those works that do not technically guarantee a correct projection, those that do not attach the registration form, are incomplete or contain erroneous data will be rejected.
Audiovisual support for pre-selection: The works shall be submitted in digital format with a minimum quality of 720X576 and H.264 codec and a maximum duration of 17 minutes. They will be sent through any of the associated platforms.
-Notification of admission: No later than 1 November 2023, the Festival Organisers will notify those interested of their participation in the different sections of the Festival.
The Festival will not pay screening fees for films participating in the competition sections.
The invitation of each film selected by the Festival will be strictly confidential between the Festival Management and the producers or representatives of the invited film until the Festival decides to officially announce it.
-The subtitling of the copy will be the responsibility of the producers or representatives of the film.
-All the expenses, without exception, generated by the sending of the short films or the participation in the competition will be paid by the entity or person who registers the film.
Press and publicity material: Together with the application form, all participating works must send the following material: at least 2 photographs of different scenes from the film, and any other diverse informative and promotional material for the press and the public, as well as any other documentation about the film that will enrich the knowledge and diffusion of the film. It is essential that this material be in the possession of the Festival Organisation before 1st November 2023.
The producers and directors of the short films cede the exhibition rights within the Festival and authorise, by the fact of registering, all promotional actions of the authors and the Festival that may involve the reproduction of their works submitted to the competition or of the photographs, stills or posters sent, for dissemination before or after the jury has issued its decision, as well as in the cultural circuits in which MdC or any of the organisers of the festival participate, and more specifically in the Mostra Mal del Cap de Girona after the festival, in which a selection of the short films screened during the Ibiza festival is shown.
The Festival reserves the right to make a digital copy of the selected works, guaranteeing, in any case, the copyright and intellectual property rights of the same, reserving the rights of exhibition in the different Cultural Circuits of Ibiza.
EIGHTH
The Festival Management may withdraw at any time any film that does not comply with any of the rules of these Regulations.
Likewise, any falsification of the production data may lead to the withdrawal of the film from the competition sections.
The Festival Organisers will establish the order and date of screening of each film.
NINTH.
The prizes for this year’s edition will be as follows.
-1st Prize in the Official Short Film Competition Section: 200€ and trophy.
-1st Prize in the Competition Short Film Youth Section: 200€ and trophy.
-Malalt» Prize of the Official Competition Short Film Section: €100 and trophy.
-Prize for the best short film in Catalan of the Official Competition Short Film Section: 100 € and trophy.
-Audience Award of the Official Competition Short Film Section: 100 € and trophy.
-Audience Award of the Official Competition Short Film Section: 100 € and trophy.
-Sebas Parra» Award of the Official Short Film Competition Section to the best short film with social content awarded by the association La Guerrilla Comunicacional: 100 € and trophy.
The organization reserves the right to add or modify the prizes in each of the categories.
TENTH
Participation implies full acceptance of these regulations.
In case of conflict in the interpretation of any Article of these regulations or in those aspects not included in the same, the interpretation and criteria of the Festival Management will be decisive.
